Assess Organizational Dynamics


Sometimes, the reality of “what is” conflicts with the aspiration of “what could be,” and it’s helpful to have a neutral set of eyes look under the hood and assess things. We use focus groups, surveys, and one-on-one interviews to assess what is and make recommendations for what’s possible. Most of our consulting projects begin with an assessment.

Vermont Agency of Transportation


The Challenge

Helping the Vermont Agency of Transportation (VTrans) gather lessons learned from its innovative response to Tropical Strom Irene.


The Story

The rebuilding effort after Irene was huge, involving personnel from many different states and state agencies. We led a committee that conducted over 60 interviews, led more than eight focus groups, and reviewed scores of documents.  We authored a report that contained recommendations for VTrans as well as recommendations to improve integration of different state agencies. We addressed innovation and barriers to innovation in IT, workflow, communication, incident command, contract administration, training, and organizational structure.
